Boise proposes 2027 budget, would be largest ever at over $1B (IDP)

This budget discussion was preceded by the revelation of a $3 million surplus from a mix of sources, including revenue that was higher than projected and an increase in taxable value within the expiring Westside Urban Renewal District. Rather than increase property taxes by the maximum 4% allowed by law, which includes 1% in forgone taxes, the city has opted to utilize these funds and recommend a 2.7% increase instead.

The 2027 budget would be Boise’s biggest budget yet and totals to $1.2 billion. This compares to the 2026 budget of $949 million and 2025’s budget of $877 million, according to city of Boise documents.

In her presentation, McAndrews noted that the costs for essential materials are rising faster than budget growth allowed by the legislature. From 2017-2025 software utilized by the city has increased in price by 12% annually, fuel has increased by 5% annually and insurance has been on the rise by 6% annually.
