“Six environmental groups appealed the permitting process in September 2025, saying changes to the AltaGas terminal have increased the volume of propane and butane handling, creating substantial environmental impacts.
The examiner kicked the projects’ review back to the county permitting department on Tuesday, March 31, requiring it to conduct a fresh assessment of the terminal’s capacity and redo its environmental analysis based on those findings.
Ferndale LPG Terminal is a major energy infrastructure facility owned by AltaGas, which receives liquid petroleum gas (LPG) by rail and stores it before exporting much of it to Japan, Korea and China. It is the only such major facility on the West Coast.
The battle over the permitting of the projects — 31 of which are being handled retroactively — and its potential environmental impacts within the Salish Sea hinge on drastically different approaches to determining the maximum amount of LPG that can be pushed through the facility.”
